Position Summary 


TBG is seeking an ISR Operations Manager (Mid) to provide support to the planning, development, implementation, and sustainment of ISR projects, processes, and efficiency improvements that cross core ISR mission areas applying advanced collection management principles, practices, methods, and techniques. The candidate will support ISR and CM related project analysis, research, and product development; analysis and documentation to include, but not limited to, roles, responsibilities, processes and procedures, best practices and lessons learned, TTPs, guides, and associated studies and documentation; The candidate will provide support to, and coordination with, external organizations as required; The candidate will support knowledge management functions associated with, but not limited to, SharePoint development, site maintenance and innovation across multiple system domains. candidate will be proficient in intricate system configurations used during ISR mission planning to include intelligence roles, responsibilities, relationships, organizations, procedures, interoperability, and interconnectivity requirements. 




Principle Responsibilities of the Position:  


· Support crisis response, assist in managing and synchronizing execution of ISR Operations with 24/7 situational awareness throughout CENTCOM managed battlespace 


· Demonstrate CM knowledge, skills, and abilities in accordance with DoD standards to support collection ISR planning and strategy development, collection requirements management, ISR operations, and assessments for DoD CM certification and professionalization of the workforce 


· Provide expertise to enable interoperable intelligence systems and information flow between services, national agencies, Combatant Commands, coalition partners, and USCENTCOM 


· Perform assessments of projected system requirements to ensure future intelligence/information/ISR systems and programs support USCENTCOM ISR requirements 


· Support planning, development, implementation, and sustainment of ISR projects, processes, and efficiency improvements that cross core ISR mission areas applying advanced collection management tactics, techniques and procedures 


· Conduct coordination of ISR apportionment and deconfliction of priority changes, providing methodical gain/loss assessments to inform decision makers in support of pending allocation changes, producing current ISR employment slides high interest collection needs and assists stakeholders in creation of dynamic and time-sensitive all source collection requirements, providing near real time assessments of ISE apportionment, execution deviations, and support to high priorities, as well as integrating stakeholder input with ISR planning efforts, apportionment, emerging collection needs, and final ISR execution  


· Provide support to meetings, conferences, teleconferences, and working groups as required; provide input and update the weekly wrap-ups; attend weekly ISR synch or associated meetings; knowledge and content management; assist in producing and delivering briefings to DoD, Service, and Command staff; assist in development and delivery of training 


· Serve as a mission management representative on working groups with functional or multi-disciplinary emphasis that involve collection management issues and at conferences, weekly meetings, special projects, and briefings involving areas of responsibility 


· Provide Collection Management training and course instruction, material development, and assistance to the RJITEF as adjunct instructors 


· OCONUS travel may be required 


Education Required:  


· Bachelor's or master’s degree with 4-6 Years of intelligence analysis experience, or; 


· Relevant specialized training with 4-8 years intelligence analysis experience, or; 


· Equivalent intelligence/academic experience. 




Experience Required:  


· Knowledge of a full range of ISR and Collection Management related concepts, principles, and practices and skills 


· Thorough knowledge of and skill in applying analytical and evaluative techniques for developing new or modified work methods, innovative approaches, alternatives uses of new or available data sources or procedures, and to identify, evaluate, and recommend solutions to issues and/or problems 


· Experience with the following tools and systems: Microsoft and Adobe suite of tools (PowerPoint, Word, Excel, Access, and SharePoint), GEOINT Information Management Services (GIMS), Planning Tool for Resource Integration, Synchronization and Management (PRISM), National SIGINT Requirements Process (NSRP), Collection Requirement Analysis Tool for the Enterprise (CRATE), INTELINK Collaboration Tools, Google Earth, SAVANT, Multi-Media Messaging (M3), Counterintelligence and HUMINT Requirements-Reporting and Operational Management Environment (CHROME), Open Source Collection Acquisition Requirements Management System (OSCAR-MS), Messaging Information Services and Tools for the Intelligence Community (MISTIC), RIGHT-MS, National MASINT Requirements System (NMRS), Community On-Line Intelligence System for End Users and Managers (COLISEUM), Unit Collections Retrieval Network (UNICORN), and Reconnaissance Operations Management Enterprise (ROME), GEOINT Enterprise TPED Services (GETS), Data Analytic Tools (Tableau, and Microsoft Power BI), Atlassian JIRA and Confluence, Automated Information Discovery Environment (AIDE) Suite of Tools (Beast, Ares, ISR Tool Kit, VidEx), NGA Map of the World (MoW), WebBVI, Time-Lapse Viewer and iSpy, Palantir (Raven), FADE/MIST, MI Online across various networks (CPN-X, BICES, SIPRNET, COE, STONEGHOST) 


· Desired: Certified under the DIA CCMP-F certification program; applicants without certification shall attempt the DIA CCMP-F certification exam within one year 




Special Knowledge/Skills Required:  


· US government clearance: Current Top Secret/SCI with CI Poly
